JUSTICE Minister Dorothy Lightbourne yesterday launched a pilot of the Government's much-touted Restorative and Community Justice programme which will be rolled out in four of the island's violent-prone communities.

The areas identified are Spanish Town in St Catherine; May Pen, Clarendon; Tower Hill in St Andrew; and Granville, St James.

PRIME Minister Bruce Golding again served notice Tuesday night of Government's plans to make mandatory the inclusion of fathers' names on their children's birth certificates.

Golding told a town hall meeting at the Portmore Heart Academy that in the event that the father does not wish to come forward, provision will be made for the mother to name the father, after which the named party will be given time to accept or contest.

Prime Minister Bruce Golding told residents of Portmore, Tuesday night, that the Government is seeking to address decades-old sewage disposal problems in the community with Japanese Government support.

"We have made a submission to the Japanese Government, there is a special loan facility that they have provided, and we have included it in the list of projects that we have submitted to the Japanese Government for consideration," Mr. Golding said.

In its special way to honour the achievements of the Jamaican gold medal winners at the Beijing Olympics, the Bank of Jamaica today presented a number of them with souvenir gold coins.

At a ceremony at the BJO Auditorium, the central bank Governor, Derick Latibeaudiere made presentations to Usain Bolt, Shelley-Ann Fraser, Melaine Walker and Asafa Powell.

Veronica Campbell-Brown, Michael Frater and Nesta Carter were absent.

Bennett Calls for United and Creative Response to Challenges

Jamaicans are being urged not to buckle under current economic and social pressures, but rather to unite and find creative ways, which can benefit themselves and their communities.

This encouragement came from Principal of the Hydel Group of Schools, Senator Hyacinth Bennett, who gave the main address at a special function to honour five retired teachers of the Black River Primary and Infant School held recently at the St. Elizabeth-based institution.

Prime Minister Bruce Golding, explaining the stress on Jamaica's justice system has noted that for last year alone, there were some 345,000 cases listed for the Resident Magistrates courts. This does not include the numbers listed in the Supreme Court or the Court of Appeal. Of the total some 90 percent involve criminal offences.

Committee recommends abolishing difference between slander and libel

 A committee commissioned by Prime Minister Bruce Golding to review the defamation laws has recommended that the distinction between slander and libel should be abolished and that a single civil action of defamatory publication that requires no proof of special damages be established.

The recommendation was included in the report tabled in the House of Representatives, yesterday.
