Gunmen rampaged the St Catherine home of Commerce Minister Karl Samuda yesterday, holding a family member and workers hostage before stealing a firearm and cash.

A clearly shaken Samuda told The Gleaner that he felt violated, even as investigators combed his home and adjoining farm, located in the placid community of Knollis, along the Riversdale main road, for clues.

The minister said the incident took place about noon.

The Cabinet has approved changes to the legislation governing plea-bargaining that should sweep away concerns that conflicting laws might jeopardise criminals' ability to rat out cronies and spend less time behind bars.

"The amendments will allow a judge or resident magistrate to impose a sentence less than the mandatory minimum sentence that can be imposed under the law," Information Minister Daryl Vaz told journalists yesterday.

JUNCTION, St Elizabeth — He says it is still "a work in progress" but Prime Minister Bruce Golding has plans for drastic changes in the way motor vehicles are certified as regards their fitness for the road.

For one thing, he wants the process "privatised" and he wants a way to be developed so that the onus is consistently on motor vehicle operators to demonstrate the fitness of their vehicles – not just once per year.

An Opposition Motion seeking to censure Attorney General and Minister of Justice, Senator Dorothy Lightbourne, for her actions during the process of the extradition of Christopher Coke was easily defeated in the Senate Friday (July 2).

The Motion, brought by Opposition Senator, Sandrea Falconer, was defeated by a count of twelve votes to six. There are 13 Government Senators (including the President)and eight Opposition Senators.

Cabinet has approved the issuing of drafting instructions to the Chief Parliamentary Counsel for an amendment of the Criminal Justice (Plea Negotiations and Agreements) Act.

Cabinet has approved an adjustment in the contract sum for civil works to the main dock at Petrojam Limited in Kingston, to repair severe damage to the facility resulting from a ship crash last year.

The value of the contract, awarded to Diving and Salvaging Limited, will move from $99 million (inclusive of a 15 per cent contingency) to $137.7 million.

Three Greenhouse technology projects are to be established at three institutions in St. Ann.

Funds for the greenhouses, which will be set up at Aboukir Institute, Brown's Town High and York Castle High Schools, will be provided by Noranda Jamaica Bauxite Partners (NJBP), formerly St. Ann Jamaica Bauxite Partners. Other partners in the project are the Rural Agricultural Development Authority (RADA), the Ministry of Education and Jamaica Greenhouse Farmers Association.
