&lt;p&gt;The basic pay of many tourism workers falls bellow the $3,700 weekly minimum wage, which makes them ineligible for an NHT loan. However, their pay is boosted by tax-free gratuity, which puts them in a better position to repay potential loans.&lt;/p&gt;
