Govt. in Discussion with Bauxite Companies to Avoid Closure

Prime Minister Bruce Golding, has said that the administration is engaging local bauxite and alumina companies, and the unions representing the sector's workers, to avoid closure of the plants, which would result in the loss of hundreds of jobs.
In a national broadcast on December 14, the Prime Minister noted that the global bauxite/alumina industry is in a "precarious" position, as the market for alumina has virtually "collapsed," in the face of the global financial downturn.
"The demand for alumina is driven largely by the housing and automobile industries, both of which have come to a standstill. The price of alumina has fallen to less than half of what it was in July. Inventories are piling up all over the world, and ships laden with alumina are having difficulty finding places to offload their cargo, because storage sites are full to the brim. Plants are being shut down in different parts of the world," the Prime Minister pointed out.

The Jamaica Chamber of Commerce, has pledged its support to the Government to assist in the efforts to reduce crime and violence and also to protect the Jamaican economy throughout the current global economic downturn.
This pledge was made this morning (Dec 12), during a courtesy call at Jamaica House by the new executive of the JCC, led by its President Milton J. Samuda.
The Prime Minister brought the group up to date on several initiatives of the Government, including successfully graduating the largest number of constables in more than 15 years. Mr. Golding said that the fleet of vehicles for the constabulary force was being actively replaced with a goal of complete replacement over a three year period.

Senators Debate Death Penalty

Debate on the death penalty commenced in the Upper House yesterday (Dec. 11), with legislators putting forward strong views for and against Jamaica retaining the method of punishment as part of the justice system
Among those supporting the resumption of hanging was State Minister for National Security, Senator Arthur Williams, who said that even though he is fully aware that human life is precious and should not be lightly or wantonly taken, "I live in a country where murderers wantonly take the lives of innocent persons. I believe that some crimes are so grievous and an affront to humanity that the only adequate response is the death penalty".
"I believe that justice demands that some people, who commit murder, those who so wantonly violate the sanctity of the lives of others, must meet the just punishment of being, themselves, deprived of their own lives," he argued.

The Government's move to promulgate regulations governing public sector procurement procedures, will set legally binding and uniformed rules for procurement in all public sector entities, so as to enhance the regulatory framework and improve enforcement.
This is according to a Ministry Paper tabled by Minister of Finance and the Public Service, Audley Shaw in the House of Representatives yesterday (Dec. 9). "The regulations will provide policy rules to all personnel of the Government of Jamaica engaged in any aspect of procurement functions," the document stated.
The Ministry Paper informed that the absence of a legal regime governing procurement has made regulation of the area extremely weak. Over the years, the Auditor General's report has consistently highlighted breaches of Government's procurement procedures with little or no sanctions being applied against culpable individuals.

Deputy Prime Minister and Minister of Foreign Affairs and Foreign Trade, Hon. Dr. Kenneth Baugh, has reiterated the government's commitment to the realisation of economic, social and cultural rights even while paying attention to the protection of civil and political rights.
Minister Baugh was declaring open this morning (Wednesday) at the Foreign Ministry, an exhibition to commemorate the 60th Anniversary of the Universal Declaration of Human Rights. Today was also Human Rights Day.

Deputy Prime Minister and Minister of Foreign Affairs and Foreign Trade, Hon. Dr. Kenneth Baugh, has announced the appointment of Mr. A'Dale Robinson, career Foreign Service Officer, as Ambassador to the Republic of Cuba.
Mr. Robinson is expected to take up office early next year (in January 2009). He succeeds Ambassador Elinor Sherlock, whose tour of duty will shortly come to an end.
Mr. Robinson currently is the Director of the Caribbean and Americas Department in the Ministry, which has responsibility for the management of Jamaica's relations with Caribbean countries and regional and hemispheric organisations. His appointment will take him to Cuba for a second time, having served as Chargé d'Affaires in 2004.
